Where to get Gem Mining Book

I am sorry if I missed the information on this, but where may I get the Mining for Gems book, please. Also, is it possible to buy the gold pans anywhere on the shard? Thank you. Relyk

Both of those items can be crafted (Tinkering in both cases I believe) unless a player has some for sale on a vendor.
