I got some stat scrolls from the harrower that say -135, -140, and -145 Maximum Stats.

Will these help me in any way?

Nope, they were left that way as a joke.
It's easier to get to the Harrower in Death Maw than it is to get to the "real" Harrower, only the real Harrower drops true stat scrolls. You won't get any Powerscroll credits for negative stat scrolls, but you can trash them and get tokens, or save them for deco

If you should use one of the negative stat scrolls, your stats will drop down to a maximum of 225, total.

Good to know. Will the real True Harrower stat scrolls increase my cap of 380?

The real Harrower stat scrolls will increase your statcap from 375 to the highest level stat scroll he can drop
