Connecting info, server status : online is a lie?

http://www.uoexpanse.com/connect.php the mention server status is online on this page, is it just a green text? or should change automatically when the server is down?

How did you make that, program wise? I'm thinking maybe photoshop? That's something I've never gotten into.

its not very intuitive, but once you get used to ,you can do a lot of things really quick.

The server is back online now (or at the time of this posting should be in about 1 minute). The problem that took it down has been fixed. The server connection page shows the server status as online anytime the port is open for the server. During a crash like this morning, the port never closed until the issue was fixed.
