Who has Inscription at 115 or higher?
OR
Who has a Power Scroll with Inscription 115 or higher?

To make a firerock crafting book you'd need 120. Even at the minimum skill you have 0% chance. At 120, you have 50% and with an inscription talisman you can potentially have a 75% chance.

Your comment just sunk in, you mean if I have 115 Inscription, I'll have 0% chance even though it says the minimum is 115? That makes so sense.

Even with the minimum, it says 0%, which means technically the absolute minimum is 115.1 Inscription and that gives you a 1% chance and so on up to 120 when you have a 50% chance.
