Fire Rock Mining?

Has there been changes to where you can mine fire rock? I haven't been able to mine at any of the spots I first used when I started on this shard. mainly the volcano in tokuno.

When I try to redownload the files it sends me to mediafire rather than dropbox and its a maze of pop ups and im unable to dl the new files again, im using client 7.0.12.1 patch 95 not sure which client version I need. is there a direct link to the file dl?

ok got the files finally and tried again still getting the same message "you can not mine that." I tried several spot all around and still nothing. I don't get it ive mined it before but its not working now. I would like to get enough fire rocks to makesome shields and weapons a well as deco stuff
