Gareth the Emissary of the RBC Quest

Raist,
Is this quest available? According to UOGuide, Gareth used to be located in the Council of Mages building in Magincia. But during the Magincia Invasion he fled on the ferry to Trinsic. He now resides in the Sons of the Sea fisherman building near the southeast docks. Coordinates 106o 57'S 49o 17'E (2841.2024). He is not at this location in Tram or Fel. It's the quest to get the last piece of the Virtue armor set (The Cloak).

No one has ever released a proper Gareth quest until recently. Rather than having Gareth on The Expanse, the cloak you get from him for doing his quest has a chance to drop from Lady Mel.
